On June 24, 2026 the Board approved a $3,500,000 FAA grant and awarded a $3,005,530 Phase 1 terminal MEP/HVAC renovations contract to Advanced Roofing, Inc. dba Advanced Air Systems. Phase 1 focuses on long-lead equipment for the central energy plant, including chillers, cooling towers, pumps, electrical gear, and a generator. While the main Phase 1 construction vendor is set, there will be ongoing design, commissioning, controls integration and later-phase installation work. Vendors can use this as incumbent intelligence and explore subcontracting or complementary services.

The Authority is accepting a $2,500,000 Florida Department of Commerce Job Growth Grant for northside infrastructure development. Work includes clearing and grading airport land, utility extensions, and access roads from Wickham Road to a 178-acre parcel under option to Project Autobahn. With 100 percent grant funding and developer interest, the airport will move toward design and construction. Civil, utility, and sitework firms should watch for upcoming procurements for these improvements.

The Board approved a purchase order change order to AVCON, Inc. not to exceed $560,000 for gopher tortoise survey and relocation tied to Phase 2 of the Taxiway A rehabilitation project. AVCON designed Taxiway A in 2023 and identified about 60 burrows needing survey and relocation by an environmental firm. FAA and FDOT grants are in place and will fund most of the cost. While AVCON’s role is set, this shows active environmental mitigation work and potential subcontracting or follow-on monitoring needs for specialized wildlife and habitat firms.

Contract Award
$560,000Jul 15, 2026

Infrastructure Engineering Group will perform a comprehensive inflow and infiltration study of the Grant Street Water Reclamation Facility collection system, covering over 135 miles of sewer and 3,000 manholes. The 540‑day project includes data collection, flow monitoring, field investigations, engineering evaluation, and a final I&I report. This sets IEG as the I&I consultant; the resulting recommendations will drive future rehab, lining, and capital work.

Contract Award

The Board approved a new five-year lease agreement with the General Services Administration for TSA space on the terminal’s second floor. The lease runs from June 1, 2026 with one five-year option, covering 1,623 square feet at a full-service rate of $55.81 per square foot and generating about $452,900 over the initial term. This confirms TSA’s continuing presence and outlines airport responsibilities for carpet cleaning and painting, indicating ongoing needs for facilities maintenance and possibly future tenant improvements.

Melbourne will engage CDM Smith to design Production Well No. 8 as part of expanding its reverse osmosis water treatment plant wellfield. The task order covers design, permitting, and bidding support for a new upper Floridan Aquifer production well, one of six additional wells needed to meet a 12.5 MGD CUP and provide flexibility. CDM Smith is the hydrogeologic and engineering incumbent, with future drilling, equipping, and integration work still ahead.

Council will approve multiple vehicle and equipment purchases for Public Works using cooperative contracts. Items include a Kubota tractor and several pickups and specialty trucks from Beck Automotive Group and Cocoa Ford, totaling over $418,000. While this round is decided, these vendors are now incumbents for similar future needs, and upfitters, telematics providers, and maintenance firms can target follow-on work and integration.

Contract Award
$418,768Jul 14, 2026

Melbourne approved its FY 2026-2027 CDBG Annual Action Plan, allocating $611,305 for four public service programs, two public facility projects (Riverview Park restroom and Providence Place freezer/building improvements), program administration, and a homeowner housing accessibility program. Agencies are already selected for subrecipient agreements, but the funded projects will need design, construction, and accessibility services, creating follow-on opportunities for local contractors and housing specialists.
