Hartford’s Joint Review Board approved the project plan and boundaries for Tax Incremental District #14, a mixed-use area in the West State Street/West Side industrial corridor. There is currently no developer’s agreement in place, and the city modeled incentives at 60% for the developer and 40% to offset Innovation Way costs. This is a major private buildout that will need design, construction, utilities, and amenities; vendors should identify and approach Winter Park Builders and city planning staff early while agreements and plans are still being formed.
The Public Works Committee approved awarding the Innovation Way roadway and utility extension project to Wondra Construction for about $2.1 million. This is a major infrastructure build, with favorable bids indicating scope for roadwork, underground utilities, and related improvements. With a prime contractor in place, there is potential follow-on work for materials, traffic control, utility services, and future phases in the Innovation Way area.

The city plans pay‑as‑you‑go incentives up to $400,000 over the TID life, with discussion of a possible 80,000 sq ft extension to maximize increment. The main deal is set, but suppliers, construction subs, and industrial service providers can use this as incumbent intelligence and pursue work related to the planned facility build‑out and any future expansion.
Hartford is amending Chapter 42 to adopt the Mid-Moraine Municipal Court bond schedule by reference, following 2025 Wisconsin Act 113 and a court fee increase. The memo notes that Badger TraCS is working on software changes so police departments can adjust to the new fee structure and will notify departments when rolled out. This points to near-term configuration, integration, training, and possibly reporting needs around citation and court-cost systems that IT and public safety vendors can support.
