SUMMARY

The City of Irving is seeking proposals from experienced nonprofit organizations to serve as the Qualified Operator for a new, City-owned, non-congregate domestic violence (DV) shelter. The selected Operator will provide input on facility design, fundraise for operational expenses, and lease/operate the shelter during a 15-year federal compliance period, eventually taking fee simple ownership. The project is funded by HOME-ARP, Federal Community Project, and City General Fund sources. Mandatory attendance at one of two pre-proposal meetings is required.
