SUMMARY
The Town of Winchester is seeking proposals from qualified Architectural/Engineering (A/E) firms to conduct a comprehensive feasibility study for a proposed 2-story addition to the Winsted Fire Department headquarters at 27 Elm Street. The study must comply with USDA requirements and include programming, existing facility and site analysis, schematic design (including an apparatus bay for an aerial ladder truck and administrative offices), site constraints evaluation, and operational recommendations. The selected firm will also provide an Opinion of Probable Construction Cost, annual operating/maintenance estimates, and a final feasibility report to support state and federal funding applications.
