SUMMARY

The City of Lakeland, Florida is soliciting proposals from qualified multidisciplinary consulting teams to assist the City in developing a comprehensive regulatory framework governing the zoning, siting, permitting, utility service, and long-term operation of data centers and other large-load developments. The rapid growth of data centers, artificial intelligence (AI) computing facilities, and cloud computing infrastructure presents opportunities for economic investment while creating challenges related to compatibility, utility infrastructure, and environmental resources. The City owns and operates electric, water, wastewater, and stormwater utilities, requiring coordinated land use planning and utility investment to protect existing customers and system reliability. The successful consulting team will evaluate existing conditions, identify best practices, assess utility and municipal infrastructure capacity, develop siting recommendations, and prepare implementation documents including Land Development Code amendments. Proposals are due by October 5, 2026.
