$15,000,000Jun 4, 2026The City and County of Honolulu Department of Environmental Services is advancing the Honouliuli WWTP Effluent Treatment and Outfall Improvements project to add a new secondary effluent disinfection system at the Honouliuli Wastewater Treatment Plant in ʻEwa, Oʻahu. A Final Environmental Assessment with a Finding of No Significant Impact (FEA-FONSI) was completed in June 2026, covering a preferred ultraviolet (UV) disinfection system and a peracetic acid (PAA) disinfection alternative to meet NPDES Permit HI0020877 enterococci limits. The EA states the City will design and construct the system within the existing 49‑acre plant footprint, with construction costs preliminarily estimated at 45–50 million dollars and a regulatory compliance deadline of June 30, 2030 for enterococci. UV is currently the preferred technology based on a 2022 Disinfection Alternatives Analysis, but PAA is being fully evaluated to preserve flexibility. With environmental review completed and no significant impacts found, the project is in a pre‑procurement implementation-planning phase where detailed design, phasing, controls, electrical, civil/structural works, and potential PAA chemical systems, monitoring, and residual quenching strategies still need to be engineered and competitively procured.

Fukunaga and Associates is the consultant preparing the EA and preliminary project planning, but no construction contractor has been selected yet, creating a forward-looking opportunity for civil contractors, trenchless/utility specialists, traffic control providers, environmental compliance firms, and construction management services to position for the upcoming bid and implementation support around this major wastewater capital improvement.

For vendors in water reuse engineering, modeling, software, and infrastructure, this award is decided, but it creates a key platform: Birchline’s work will identify specific projects, priority facilities, pilot sites, and policy changes that will drive future design, construction, technology, and implementation procurements across all Hawaiʻi counties through 2045.
