New Jersey Department of Environmental Protection - Cranford Blue Acres Buyout Historical Properties Survey & Archeological Investigation Services - RFP 2026

The New Jersey Department of Environmental Protection (DEP) Blue Acres program is seeking proposals for historical structure assessment, archaeological survey, and documentation services for five flood-prone acquired homes located along West Holly Street and Spring Garden Street in Cranford Township. The work involves Phase 1a and 1b archaeological surveys, historic structure condition and relevance assessments, and supporting documentation for Section 106 review and Project Authorization applications to the New Jersey Historic Sites Council. Properties are located within the unlisted North Cranford Historic District and are part of a flood mitigation channel modification project along Orchard Brook. Proposals are due by 5 p.m. on September 25, 2026, and questions are due by September 1, 2026. Contractors must comply with Secretary of the Interior's Professional Qualifications Standards, possess a Business Registration Certificate, and maintain an active profile in NJSTART.

Understanding of project scope and objectives and presents an approach that would permit successful performance of the technical requirements of the RFP, Quality and feasibility of proposed methodology and timeline, Relevant experience and qualifications of the consultant team, Past performance and examples of similar work, Cost-effectiveness of the proposed budget

1. Report survey results in keeping with the Requirements for Archaeological Survey Reports - Standards for Report Sufficiency at N.J.A.C. 7:4-8.5., 2. Provide a structural assessment report for each house and property, Noting alterations and salvageable materials, And providing a professional opinion of the feasibility of structure relocation based on the assessment findings., 3. Prepare documentation to support and inform an Application for Project Authorization, For review by the New Jersey Historic Preservation Office and NJ Historic Sites Council, Including results of the archaeological investigation and other mitigation documents, Findings, And proposed mitigation plans and recommendations that may include an archival photo package and archival architectural renderings.
