City of Decatur - Parks and Recreation - Lifeguard Management Service for Aquatic Facilities - RFP# 2026-REC-XXX

The City of Decatur is requesting proposals for lifeguard management, staffing, water maintenance, and supervision of its aquatics programs for three outdoor pools and one indoor pool under RFP# 2026-REC-XXX. The scope of work covers Oakhurst Indoor Pool, Glenlake Pool, McKoy Pool, and Ebster Pool, involving pool chemistry, cleaning, facility maintenance, swim lessons, water aerobics, and after-hours rentals. Submissions are due by 3:00 pm on October 9th, 2026, following a mandatory pre-bid meeting scheduled for September 28th, 2026, at McKoy Park. Proposals will be evaluated based on experience, staffing capacity, methodology, safety and regulatory compliance, company stability, and costs.

Experience – past performance references, key personnel, resumes, public sector experience in completing work of similar size and scope (12 points), Staffing Capacity and Availability – Ability to recruit, screen, train, schedule, and retain an adequate number of qualified lifeguards and supervisory personnel; mobilize within the required timeframe; and maintain appropriate staffing levels throughout the contract period (12 points), Understanding – completeness in the approach to project methodology, quality and professionalism in response to the objectives (12 points), Communicative – ability to work collaboratively to meet project needs and provide feedback during project (10 points), Safety, Training, and Regulatory Compliance – Proposed procedures for lifeguard certification and in-service training, emergency response, incident reporting, staff supervision, performance monitoring, and compliance with applicable health, safety, and aquatic-industry requirements (12 points), Stability – financial stability and likelihood of success to meet needs, comfort with company as a partner (12 points), Costs to the City for Lifeguard Management contract and Potential Revenue proposed from program management (30 points)
