From the meeting
The MRB update said the wastewater treatment plant (WWTP) team was awaiting draft SPDES permit and preliminary engineering report approval, while working on an engineering planning grant (EPG) and other grants. The village also planned to apply for Pro-Housing and Community Development Block Grant (CDBG) funding in the next round, and was awaiting Water Infrastructure Improvement Act (WIIA) and Water Quality Improvement Project (WQIP) awards. This signals an active grant-driven capital pipeline, with funding and engineering approvals still shaping the work.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.

Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Village of Avon's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
