From the meeting
At its November 2, 2026 meeting, the council scheduled Resolution #R2026-65 to create Tax Increment District #48 and approve the Hitchcock Homes project plan. The plan, led by Van Buskirk Homes LLC, called for 26 affordable housing units: 12 single-family homes and 14 townhome units, plus streets, water and sanitary sewer extensions, stormwater work, utility infrastructure, grading, and other public improvements. The total TIF request was $1,454,717, including $531,717 for developer-certified costs and $923,000 for city administrative costs.
The plan said increment collection would begin in 2029 and continue through 2046 if funded as projected.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
