Each bidder shall provide references for at least three (3) recently completed projects involving commercial or municipal building renovations, tenant improvements, or similar construction work. Projects demonstrating experience with occupied facilities and coordination of multiple construction trades are preferred. Each bidder shall possess a valid Contractor's License issued by the Contractor's State License Board at the time his/her bid is submitted. The class of license shall be applicable to the work specified in the contract. Each bidder shall also have no less than five (5) years of experience in the magnitude and character of the work bid. It is the intention of the Agency to award a contract to a bidder who furnished satisfactory evidence that he/she has the requisite experience and ability, and that he/she has sufficient capital, facilities, and plant to enable him/her to prosecute the work successfully and properly, and to complete it within the time specified in the contract. To determine responsibility of the bidder, the Agency will take into account the factors set forth in Public Contract Code Section 1103, and further, will weigh any evidence that the bidder has performed satisfactorily other contracts of like nature, magnitude and comparable difficulty and comparable rates of progress. If in the opinion of the Agency, a bidder is determined to be insufficiently qualified or otherwise not responsible, then that bid will not be considered for award of the contract.
