From the meeting
The September 24, 2026 staff summary said SCS Engineers would bring a proposal for Cell 4 design and bidding services to the October meeting. That makes this a future engineering and procurement support need for the landfill expansion area. The commission also noted remaining life and airspace work, so the Cell 4 package appears to be part of the next capital planning cycle.
