From the meeting
The beta test summary said Blue Castle Waste ran a single stream recycling test during the week of September 14-18, 2026. The document quantified extra labor, staffing scenarios, and added operating costs such as extra employees, extra equipment, maintenance, utilities, and contamination fees. That creates implementation and follow-on operations intelligence for a changed recycling process, even though no award or contract action was recorded in the packet.
