From the meeting
The October 29, 2026 materials proposed changing how the Public Art Fund and Land Bank Fund receive annual appropriations. Staff said the policy would remove the $50,000 annual cap and base the calculation on general fund general obligation bonds issued as part of the annual capital improvement program (CIP). The committee packet said this would increase City Manager recommended funding on an annual basis.
Chapter 14 would also require Planning Board approval, and Chapter 2 would require City Council approval. Decision state: scheduled for review, not yet adopted.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
