From the meeting
The council considered a waiver of the Environmental Trust's 4% spending cap to use up to $500,000 of trust income for the proposed access road and stormwater mitigation from Emerson Mill Rd. to the northwest side of Manning Mill Bridge. Trustees had already said they were in favor of the emergency expenditure, but the council still had to waive the cap first.
If the waiver is granted, the clerk would issue a certificate for the trust records.

Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
