THE 30-SECOND BRIEF
Roscoe Township hired MSA Professional Services to prepare its IDNR OSLAD grant application for a splash pad and two pickleball courts at Hawes or Cross Park for the FY27 cycle. The lump-sum agreement is $6,500, running July–September 2026, focused on application development and supporting documents, not design or construction. Grant-writing and parks consultants should track this as it signals a funded push toward new recreation amenities, with future needs for detailed design, construction management, and compliance once grant awards are made.
Scope explicitly excludes design engineering, bidding, and construction services, indicating later procurements for design and build if the grant is awarded.
