From the meeting

At the September 15, 2026 meeting, Cody Smith said the Village was under a 2023 consent order from the New York State Department of Environmental Conservation (DEC) for lagoon liners and flow, and that the permit now required additional testing. He said the existing lagoon liners date to the early 1970s, have been patched several times, and are beginning to deteriorate. He also reviewed replacement of lagoon liners, electrical work, sludge removal, collection system improvements, manhole repairs, televising sewer lines, lining portions of the sewer system, sleeving clay tile pipe, and replacement of the South Main Street force main.

The Village also discussed an estimated total cost of approximately $4 million to $10 million for the needed improvements.

What is a pre-RFP?

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
