From the meeting
At its October 27, 2026 work session, staff presented proposed changes to Handitran policies and procedures, and the Transportation and Municipal Infrastructure Committee recommended moving forward. The changes would update the fare structure implemented in March 2026, require eligibility renewals every two years at no cost, shorten the booking window from 14 days to 7 days, and narrow the service area under a new cost-sharing model. Council consideration was planned for early 2027.
Handitran service will end Sept. 30, 2027 for cities that do not participate in the new model.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
