From the meeting
At its July 20, 2026 meeting, the board repealed the old bond resolution and adopted a new one for the Village of Carthage and Village of West Carthage joint water system. The updated plan now authorizes up to $25,000,000 for new water storage tanks and distribution improvements, with $17,500,000 in Carthage bonds and $7,500,000 from West Carthage. The project is still being financed and may also use EFC or USDA Rural Development funding.
This is a live capital program, not a finished procurement.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Village of Carthage issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Village of Carthage's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Village of Carthage before the RFP is published?
