Owners of a 25.737-acre tract are seeking City consent to annex their Quail Creek East Subdivision into the Quail Creek Municipal Utility District to obtain water and sewer service. Urban Engineering’s utility study shows the MUD can initially serve the project and estimates about $1.4 million in public infrastructure (water, sewer, drainage, paving) to serve the site. While the developer will fund the work without MUD reimbursement, this is a new single-family and commercial area that will generate utility, roadway, drainage, and later maintenance needs; firms can engage the owners and engineer for design, construction, and future operations.
Developers are proposing Quail Creek East Subdivision, a 25.7-acre residential community with some commercial lots, and are asking the City to consent to annex the site into the Quail Creek Municipal Utility District for water and sewer service. Engineering shows the MUD has capacity for roughly 100–160 more connections, and the project’s public infrastructure (water, sewer, drainage, paving) is estimated at about $1.4 million, fully developer-funded. This is early-stage land development where civil, utility, drainage, paving, and homebuilding vendors can still influence design and delivery.

Victoria is approving a ten-year lease purchase with PNC Bank for $1,722,942 for a Pierce Enforcer 107’ unit from Siddons-Martin Emergency Group, with annual payments of $228,978.18 and a total financed price of $2,289,781.80. This adds a major aerial apparatus to the fire fleet via financing. Financial institutions, fire apparatus vendors, and service providers can note PNC and Siddons-Martin/Pierce as incumbents and pursue future financing, fleet planning, and maintenance support opportunities.
Victoria is approving the purchase of a Pierce Saber pumper from Siddons-Martin Emergency Group, LLC in an amount not to exceed $1,113,766. The unit will expand or replace fire suppression capabilities under the Fire Department’s fleet plan. Apparatus OEMs, fire equipment suppliers, and service providers can view Pierce/Siddons-Martin as incumbents, and explore maintenance, upfit, and training services, as well as position for future apparatus procurements.
Council amended the FY2025-26 budget to add $946,718.86 so it can pay for two automated sideload garbage trucks (2027 Mack LR 64 with Heil 28-yard Python bodies) that were delivered earlier than expected. Funding was originally planned for FY27 but had to be pulled into the current year, with a transfer to the Vehicle & Equipment Services Fund for capitalization. This confirms the City’s current solid waste fleet platform and replacement schedule, useful for future fleet, parts, maintenance, and technology vendors.
Victoria had previously approved purchasing two 2027 Mack LR 64 automated sideload solid waste trucks with Heil 28 yd Python bodies from Vanguard Truck and has now amended the FY25-26 budget to fund $946,718.86 because the vehicles arrived earlier than expected. The trucks are part of the City’s capital replacement program, and the corresponding FY27 budget amount will be removed. Fleet and equipment vendors can treat Vanguard and Heil as the incumbents and look for maintenance, parts, telemetry, or future fleet replacement and expansion opportunities.
