They included, respectively: to measure the Department of Transportation's employees' perceptions and level of satisfaction regarding organizational health; to identify the Department of Transportation's organizational strengths and weaknesses; to evaluate progress in making desired changes in the Department's organizational culture, through comparison of the current assessment with the baseline measurements of the first assessment in 1998; and, finally, to refine a survey instrument that can be used to periodically assess the Department's organizational health.
