SUMMARY
The City of Flagler Beach is seeking qualified engineering firms to provide design, permitting, and bid phase support services for a new 1.0 million gallon potable water Clearwell tank at its Water Treatment Facility. The project includes a 1.0 MG Clearwell, associated piping and valving, site civil improvements, structural foundations, electrical and SCADA/I&C integration, and site restoration. Interested firms must demonstrate experience with potable water facility design, cast-in-place concrete tanks with internal baffling, deep excavation, buoyancy control, and FDEP drinking water construction permit preparation. Submissions are due by July 31, 2026, at 4:00 p.m. to the City Clerk at 105 S. 2nd Street, Flagler Beach, Florida 32136.
REQUIRED DELIVERABLES
Responding firms must meet the following minimum qualifications: Professional Licensing The Prime Consultant must be a Florida licensed engineering firm. The project must be led by a Florida licensed Professional Engineer with at least 10 years of experience in potable water facility design. Relevant Project Experience The firm must demonstrate successful completion of at least three (3) projects within the past 10 years involving: Design of potable water Clearwell = 0.5 MG Design of cast in place concrete tanks with internal baffling Projects involving deep excavation adjacent to existing critical infrastructure Projects requiring buoyancy control (e.g., auger cast piles, mat foundations) Integration of high service pumping systems SCADA/I&C design for water treatment facilities FDEP Drinking Water Construction Permit preparation Technical Discipline Requirements The team must include, either in house or via subconsultants: • Structural Engineer with experience in tank design and auger cast pile foundations Civil Engineer experienced in site grading, stormwater, and yard piping Mechanical/Process Engineer experienced in Clearwell hydraulics and pumping systems Electrical Engineer experienced in MCC/VFD integration and utility coordination SCADA/I&C Specialist experienced with PLC logic, OIT graphics, and water plant controls Geotechnical Engineer experienced in high groundwater and deep foundation design Regulatory Experience Demonstrated experience preparing FDEP 62 555 Drinking Water Construction Permit packages Demonstrated experience coordinating with local building and site development agencies Project Management A Project Manager with at least 8 years of experience managing municipal water infrastructure design projects Demonstrated ability to deliver multi disciplinary design packages on schedule
