From the meeting
Town Administrator Phillip Dye reported that Bedford County Water Line plans and mapping are still underway. The item is an active infrastructure planning effort, but no contract, vendor, or dollar amount was named. The useful next conversation is with the town and utility team on scope, schedule, and whether design or construction support will follow.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Town of Chapel Hill issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Town of Chapel Hill's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Town of Chapel Hill before the RFP is published?
