The Sonoma County Local Agency Formation Commission (LAFCo) approved the Southwest Santa Rosa Reorganization No. 24-01 on July 1, 2026, annexing 34 parcels (about 15 acres) to the City of Santa Rosa and detaching them from the Sonoma County Fire District and County Service Area No. 41.The primary driver is to connect these developed rural residential parcels—currently facing contaminated groundwater issues—to City municipal services, particularly water, with CEQA exemptions cited for annexation of existing facilities and construction of water mains and utility extensions. While no new development is proposed at this time, the Plan for Services and CEQA finding explicitly anticipate future construction of water mains and associated utility infrastructure to serve existing structures, and the reorganization must be completed within one year of the resolution or be deemed abandoned. This creates a likely pipeline of water and utility infrastructure work and related professional services stemming from the City’s assumption of service responsibilities in this area.Vendors in utility design, construction, environmental support, and related public safety infrastructure can track the protest period (July 5–August 5, 2026) and subsequent completion of the reorganization to time outreach to City of Santa Rosa public works, utilities, and fire/emergency service planners as they operationalize service delivery to the annexed territory.
