LAFCO staff recommends approval and a protest period is scheduled July 5–August 5, 2026, indicating the annexation and associated infrastructure work are moving forward but still in process. This creates a funded infrastructure program where vendors in water main construction, materials, hydrants, metering, and related services may pursue subcontracting, change orders, or follow‑on phases with the City as it delivers the project and connects the disadvantaged community to City water service.
