Sonoma LAFCO is considering the Southwest Santa Rosa Reorganization No. 24-01, which would annex 34 residential parcels (about 15 acres) into the City of Santa Rosa and detach them from the Sonoma County Fire District and County Service Area No. 41.The primary purpose is to consolidate several small, failing, county‑regulated and unregulated water systems into the City’s public water system in response to nitrate contamination and other deficiencies identified by the State Water Board. The project, funded through the State Water Resources Control Board Division of Financial Assistance, includes installation of roughly 1,400 linear feet of 12‑inch PVC water main on Barbara Drive, Robin Way, and Eddy Drive, plus 2‑inch service laterals, meters for each parcel, eight fire hydrants, and laterals on Bellevue Avenue from an existing main. LAFCO staff recommends approval and a protest period is scheduled July 5–August 5, 2026, indicating the annexation and associated infrastructure work are moving forward but still in process.This creates a funded infrastructure program where vendors in water main construction, materials, hydrants, metering, and related services may pursue subcontracting, change orders, or follow‑on phases with the City as it delivers the project and connects the disadvantaged community to City water service.

Improvements include 1,400 LF of 12-inch PVC main, 2-inch laterals, meters, and eight fire hydrants; area is designated a disadvantaged community and will pay standard City water rates with low-income assistance available.
