From the meeting
The Smart Move Program said it will subsidize new, energy-efficient, resilient, affordable single-family housing in or near disaster-impacted communities participating in Blue Acres or other buyout programs. Eligible project models included new construction subdivisions, infill and scattered-site development, and adaptive reuse or conversions. Projects had to be outside the 500-year floodplain and include backup power solutions, green building standards, and at least one enhanced resilient feature.
The notice said developers would enter a development agreement with DCA after selection, with projects starting August 20, 2027 if HUD extends the federal deadline.
