From the meeting

The NCSC feasibility report evaluated the vacant City Hall building at 190 N. Litchfield Road for a future Goodyear Municipal Court facility. It laid out a complete renovation of the 36,000-square-foot Old City Hall, a 13,500-square-foot two-story addition or 20,250-square-foot three-story addition, a secure parking deck for 100 to 120 vehicles, and a secure bridge connection.

The report said the concept could support court, prosecutor, and security functions, but it also noted congestion, elevator dependency, and limits beyond the 2050 horizon. This was a planning study, not a design award.

What is a pre-RFP?

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
