THE 30-SECOND BRIEF
The District’s FY 2026-27 retail CIP funds several main replacement and relocation projects aimed at improving fire flow and moving older mains out from under private structures. Key efforts include design for two new Cavitt Stallman 12-inch segments (2,000 LF between Oak Pine and Sierra Ponds and 6,900 LF from Sierra Ponds to Vogel Valley), design for relocating 3,000 LF of 10-inch pipe on Seeno Avenue and 1,300 LF of 8-inch pipe on Greenhills Drive into the streets, and a small 200 LF 8-inch tie-in at Eckerman to a new subdivision. While FY 2026-27 expenditures are mostly for design and preconstruction (approx. $557k combined), the total build-out of these projects is projected at over $12M in future construction costs. This sets up a sizable pipeline of main replacement work for pipeline contractors, design engineers, and traffic control firms, with opportunity to advise on phasing and integration with pavement and developer work.
These projects are supported by the 2005 and 2020 Retail Master Plans to address bottlenecks and fire flow; opportunities exist for alternative delivery or bundling multiple corridors.
