From the meeting
The district said it was actively expanding its Multi-Tiered System of Supports (MTSS) and incorporating BIMAS (Behavioral and Emotional Screening System) to identify student behavioral and emotional needs. The goal is to strengthen Tier 1-3 interventions and reduce out-of-district special education placements and tuition costs. The work is still being shaped, so it reads as an open planning signal for student-support services and screening tools.

What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
