THE 30-SECOND BRIEF
The council will approve Pay Request No. 1 for $279,413.38 to Western Refinery Services for the Wardwell/McKinley water and sewer replacement project. This confirms construction is underway and that Western Refinery is the prime contractor. Utility, trenching, and paving subs, materials suppliers, and service providers can still pursue follow-on work such as materials, traffic control, inspections support, or restoration and may track this as an incumbent for future utility replacements.
Payment suggests a larger multi-pay-application construction contract for water and sewer replacement at Wardwell/McKinley.

Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
