From the meeting
The Community Services Commission revised its FY 2026-2027 agenda planning calendar and scheduled work on Community Development Block Grant (CDBG) funding recommendations. The calendar includes draft recommendations on March 17, 2027, final recommendations on April 21, 2027, and a City Council public hearing notice tied to those recommendations. This is a live funding planning process, not an award yet, and it shows when the city will shape the next round of grant-backed community programs.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.

Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Hayward's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
