From the meeting
The city is evaluating a filter sand replacement project and a pilot study to assess ids sand filtration as a potential upgrade for the water treatment plant. The sheet explicitly calls for a preliminary engineering report and a grant application for the upgrade. This is a pre-procurement treatment plant modernization lead with a clear technical scope.
The near-term next step is engineering and grant pursuit, not final construction.
