THE 30-SECOND BRIEF
The City and County of Honolulu Department of Environmental Services is advancing the Honouliuli WWTP Effluent Treatment and Outfall Improvements project to add a new secondary effluent disinfection system at the Honouliuli Wastewater Treatment Plant in ʻEwa, Oʻahu. A Final Environmental Assessment with a Finding of No Significant Impact (FEA-FONSI) was completed in June 2026, covering a preferred ultraviolet (UV) disinfection system and a peracetic acid (PAA) disinfection alternative to meet NPDES Permit HI0020877 enterococci limits.
The EA states the City will design and construct the system within the existing 49‑acre plant footprint, with construction costs preliminarily estimated at 45–50 million dollars and a regulatory compliance deadline of June 30, 2030 for enterococci. UV is currently the preferred technology based on a 2022 Disinfection Alternatives Analysis, but PAA is being fully evaluated to preserve flexibility. With environmental review completed and no significant impacts found, the project is in a pre‑procurement implementation-planning phase where detailed design, phasing, controls, electrical, civil/structural works, and potential PAA chemical systems, monitoring, and residual quenching strategies still need to be engineered and competitively procured.
UV system sized for projected flows through 2056; four UV channels with automated controls are envisioned; PAA alternative would require bulk storage, possible on-site generation, secondary containment, and residual quenching (e.g., sodium bisulfite). Project is entirely within existing HNWWTP footprint and must coordinate with ongoing secondary treatment upgrades and the Honouliuli Water Recycling Facility.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Hawaii Environmental Advisory Council issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Hawaii Environmental Advisory Council's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Hawaii Environmental Advisory Council before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account sends you the pre-RFPs that fit what you sell, with the AI brief and the decision makers for the top matches in each digest.
