From the meeting
The board was asked on September 24, 2026 to award construction management services for the Allegheny River Tunnel to LJB Underground Services and authorize the Executive Director to negotiate a fee. The award was pending the board vote, so the decision was not yet final in this agenda. This is a useful signal for tunnel support work and any follow-on implementation or coordination needs if LJB is confirmed.
