From the meeting
The board listed a discussion on social services funding criteria, along with referendum, Rx program, volunteer program, Hot Soup Thursday, exercise program, and grant writer items. No award is recorded on this agenda, so the work is still at the planning stage. A seller would want to know how the township plans to prioritize and document funded services before grants or outside support are pursued.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
