From the meeting

The act created the Child Victim Recovery Fund and directed the Pennsylvania Commission on Crime and Delinquency to award annual, noncompetitive formula grants to children's advocacy centers. Eligible centers must file an annual application and can use funds for forensic interviews, medical evaluations, trauma-focused mental health services, facility improvements, equipment, training, and capacity building. The fund also covers commission administration at up to 5% of deposits.

The bill took effect 180 days after enactment, so centers and vendors serving them have an ongoing funding signal.
