THE 30-SECOND BRIEF
Reclassification of approximately 14.837 acres of land at Schofield Barracks from State Land Use Agricultural District to State Urban District to implement the East Kapolei Transit-Oriented Development Plan. The petition area includes 7 non-contiguous parcels primarily within Farrington Highway and Kualakai Parkway, a Board of Water Supply pump station, and former Old Fort Weaver Road right-of-way alignment.
This is the first of three bills to implement the East Kapolei TOD Plan. Most of the land consists of remnant lands not feasible for agricultural use, included for potential development if incorporated with adjacent urban properties.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will Honolulu County issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks Honolulu County's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with Honolulu County before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account unlocks this pre-RFP's source document, forecasted RFP timing, and verified Honolulu County decision-maker contacts.
Where can I find more public works government opportunities in Hawaii?
