From the meeting
On September 27, 2026 the city ratified new public works leadership roles, including the Field Operations Director and Field Operations Foreman positions. The director role covers parks, streets, drainage, facilities, and procurement oversight, while the foreman role manages daily field operations and maintenance. These hires are buying triggers because they shape future maintenance, equipment, and contractor decisions.
The source tied both roles to the General Fund.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
