From the meeting
On September 23, 2026 the city requested Iowa Department of Transportation Traffic Engineering Assistance Program (TEAP) help to study Highway 18/Division Street, with adjacent Highway 18/Brown Street and Division Street/Future Commerce Street intersections also to be considered. The city said congestion, crashes, near misses, pedestrian issues, and truck turning conflicts have worsened for 15 years. DGR Engineering said the study should support short-, intermediate-, and long-term fixes and future funding applications.
The work was still at the study-request stage.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
When will City of Hull issue an RFP for this project?
Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Hull's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
How can vendors engage with City of Hull before the RFP is published?
Vendors who reach out during the planning window can help shape requirements and build relationships with the decision-makers running the project. A free Civic IQ account unlocks this pre-RFP's source document, forecasted RFP timing, and verified City of Hull decision-maker contacts.
