From the meeting
On September 15, 2026, John Knepper updated council on the Lions Club Park project. Phase 1, the entrance rebuild and widening, had started, and Phase 2, 100 controlled all-weather parking spaces, was in design with an engineer and would not start until funding was confirmed. Phase 3 would add the events lawn, pavilion, restrooms, picnic area, and stage.
The project already had $325,000 and another grant was being pursued, so there is still a multi-phase funding and design runway.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
