From the meeting
Mr. Lassiter reported that work at the old wastewater plant was continuing, including disconnecting the old generator and improving the building to rebuild pumps. The minutes do not name a contractor or award, but they do show an active utility infrastructure project with ongoing implementation needs.
A seller would want to understand remaining pump, generator, and building-scope requirements.

Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
