THE 30-SECOND BRIEF
Hillsborough City SD will pilot two new K–Algebra 1 math programs in 2025-26 and plans to adopt new core math instructional materials in 2025-26, with full implementation starting in 2026-27. The district has budgeted about $120,072 across PD, subs, and materials review, tied to the 2023 CA Math Framework and inclusive practices. Curriculum publishers and PD providers can engage now around pilots, alignment to the framework, UDL supports, and districtwide rollout services.
Focus on TK-8 math, inclusive instructional strategies, and Tier 1 support; pilots of two core resources already narrowed from 12 options.

What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
