From the meeting
Engineering matters include authorizing design of the next phase of district facilities, then approving plans and specifications and authorizing advertisement for bids. That means the project is moving from planning into procurement, but no contractor is selected yet. The board meeting is the next decision point for design and bidding.
Sellers in design, construction, and project support should track this phase closely.
