THE 30-SECOND BRIEF
Baxter & Woodman’s June 25, 2026 update states that the High Service Pump (HSP) Replacement and Water System Improvements (WSI) projects will be bid together as one project. The existing HSPs are being pulled for measurements by July 2, 2026 so that plans and specifications can be ready for permitting by July 31, 2026, with WSI plans to be submitted for permitting the week of July 6, 2026. The combined HSP/WSI project is now expected to bid and be awarded between November 2026 and January 2027, with an estimated Notice to Proceed on February 1, 2027 and 320 calendar days to substantial completion around December 18, 2027. This bundled project will cover replacement of high service pumps and water line/PRV work to address pressure and aging infrastructure, representing a substantial mechanical and pipeline construction opportunity. Vendors providing pumps, electrical/SCADA integration, pipeline construction, and PRV assemblies can still influence specifications and prepare to bid.
Plans to bid HSP and WSI as a single project were revised based on May 2026 Board discussions. Utilimatics is being coordinated with for future PRV locations in their monitoring work.
