From the meeting
At the September 28, 2026 work study, staff and ODOT presented the Diamond Lake Highway 138 East Corridor Refinement Plan. The plan refines the 2019 Transportation System Plan and identifies sidewalk fixes, crossings, parallel routes, and code changes for the corridor from Stephens Street east to Sunshine Park. Staff said the hybrid concept was selected and that implementation was already underway through a tentative subdivision approval, budgeted urban renewal projects, and a Safe Routes to School grant for work planned in summer 2028.
ODOT also said it had already secured funding for an enhanced crossing and phase one of the multi-use path.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
