From the meeting

At its September 24, 2026 meeting, Minnesota Housing approved a policy letting certain Low-Income Housing Tax Credit-only projects use the federal Davis-Bacon residential carpenter wage rate instead of the state commercial carpenter rate. The policy applies only to up-to-six-story, wood-frame residential projects funded solely with HTCs and in counties where the federal rate is not more than 25% lower than the state rate. The authority expires on December 31, 2027, so developers and affordable housing teams have a short window to use it.
