From the meeting
At its September 16, 2026 rulemaking hearing packet, CDPHE proposed adding a Medicaid-specific methodology for State-Designated Health Professional Shortage Areas across primary care, perinatal care, oral health, and behavioral health. The rule would use Medicaid-enrolled population and claims data to guide Colorado Health Service Corps eligibility and access planning. If adopted, more than $3,000,000 annually in loan repayment funds would be distributed to clinicians.
The work is still in rulemaking and the next decision is Board of Health adoption.

What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
