From the meeting
At its September 15, 2026 meeting the Board rejected all bids for the Flood Compensation Project and authorized staff to advertise a new request for proposals (RFP). The Construction Evaluation Committee had received proposals from Philips Heavy Civil, JR Davis, and Florida Civil Construction, but Jr. Davis and Florida Civil Construction were deemed non-responsive because their bids were conditional.
Staff said borings and soil analysis would be done before the project was advertised again. Decision state: approved to rebid.
