From the meeting
At its October 28, 2026 meeting, the Youth Advisory Committee heard a presentation from Confident Voices Inc. about possible professional development workshops for Lancaster youth. The program would focus on communication, public speaking, leadership, advocacy, and career-readiness skills.
No contract was awarded, but the committee is exploring whether to initiate youth leadership programming. A seller could follow up on workshop scope, delivery options, and pricing.

A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.
