From the meeting
At its October 27, 2026 meeting, the council was set to adopt a resolution nominating Jack Henry & Associates, Inc. as an Enterprise Project in the Texas Enterprise Zone Program. The company said it is evaluating at least $5,000,000 in servers, data storage arrays, network infrastructure, racks, cabling, and related hardware for its Allen campus.
The designation would support a grant application for up to $2,500 per employee and runs through December 1, 2031. This is a live economic development signal tied to a future capital investment and job retention.

Questions about this project
What is a pre-RFP?
A pre-RFP is an early indicator that a government agency is planning a purchase — a project discussed in a board meeting, a budget line item, a new hire, or a grant award — captured before a formal RFP or bid is published. Acting on pre-RFPs gives SLED and B2G vendors months of lead time to build relationships and shape requirements.

Pre-RFPs typically surface 6–18 months before a formal solicitation is published. Civic IQ tracks City of Allen's meeting records, agendas, and budgets continuously and updates this pre-RFP as the project moves through the buying cycle toward an RFP.
